The Challenge

INCOG BioPharma Services was entering a period of significant commercial growth and operational expansion. As demand increased, the business needed to rapidly scale its manufacturing, quality, and technical operations teams while maintaining the standards required in a highly regulated pharmaceutical environment.

The challenge extended beyond hiring volume. INCOG required candidates with specific technical expertise, regulated manufacturing experience, and the ability to thrive within a fast-growing organization.

As hiring demand accelerated, traditional recruitment models became increasingly difficult to scale. The business needed a talent partner capable of delivering high volumes of quality hires, supporting leadership recruitment, and strengthening its position in a competitive talent market.

INCOG also recognized the need to build a stronger employer brand to attract talent more effectively and differentiate itself from competing organizations operating within the same regional talent pools.

The Harba Approach

Harba’s relationship with INCOG began in early 2023 with a focus on understanding the business before recruiting for it.

The team spent time on-site meeting department leaders, touring facilities, and learning how the organization operated. This early investment created a deep understanding of both the technical requirements and cultural expectations needed for successful hiring.

As the partnership developed, Harba moved beyond a traditional recruitment supplier model and became an integrated talent partner. In April 2024, the relationship evolved into a fully embedded RPO solution, with a dedicated Talent Acquisition professional working on-site as part of INCOG’s internal hiring team.

The embedded model allowed hiring managers to work with a single partner who understood their teams, previous hires, and long-term workforce plans. Recruitment processes were refined collaboratively, including the introduction of structured candidate briefing tools, standardized candidate, assessment documentation, and real-time feedback processes.

As hiring volumes increased, Harba continued to scale alongside the business. The team supported permanent hiring, contract or recruitment, and project-based workforce initiatives through a single integrated solution.

Beyond recruitment, Harba partnered with INCOG to develop its Employer Value Proposition, helping define and communicate the company’s identity to the market. This work was followed by a complete website redesign and ongoing employer branding initiatives designed to strengthen talent attraction.

The Results

Harba became INCOG’s highest-performing recruitment partner by volume, delivering more hires than any other supplier supporting the business.

Over a single year, more than 112 direct hires were completed across manufacturing, quality, technical operations, and leadership functions. During a six-month period alone, 75 hires were delivered across all levels of the organization.

The embedded model enabled INCOG to absorb approximately 80% year-over-year growth in hiring demand while maintaining hiring quality and delivery speed.

The partnership also generated significant financial value. Through a combination of the embedded model and efficient delivery structure, INCOG achieved more than $1 million in savings compared to traditional agency recruitment costs.

Many of the earliest hires made through the partnership have since progressed into leadership positions, demonstrating the long-term quality and impact of the talent delivered.

Harba also successfully supported a major operational project involving the launch of a new fill line, building the complete team required to bring the operation online within project timelines and budget requirements.

Today, the partnership continues to support INCOG’s growth strategy across hiring, employer branding, workforce planning, and organizational development.
